Do you have a special talent, skill or knowledge about a subject that you would like to share with the community?

The Parks & Recreation Department is hosting an instructor meeting for
individuals who would like to propose a new recreation class or program to be offered at the Frisco Athletic Center or at their place of business.

The meeting will be held Wednesday, May 19 from 6-8 p.m. in the Wet Classrooms located in the Indoor Aquatic Center at the Frisco Athletic Center (5828 Nancy Jane Lane). Proposal packets will be available. The proposal and selection process will be discussed, and there will be an
opportunity to ask questions.

Whether you would like to teach the class yourself or just have a great idea for a new recreation class, we would love to hear from you!

DNT Service Roads closed for MS150

DELAYS AND CLOSURES ALONG DALLAS PARKWAY TOMORROW MORNING FOR MS 150 BIKE RACE

(April 30, 2010) Segments of northbound Dallas Parkway (and other roads) will be closed Saturday morning, May 1, for the “MS 150” bicycle race.

The race starts at Frisco's Dr Pepper Ballpark and travels north on Dallas Parkway to US 380.  Between 7 a.m. and 9:30 a.m., the following roadways will be closed:

•     Northbound Dallas Parkway will be closed between Eldorado Parkway and US

380.  Northbound motorists should use the Dallas North Tollway or Preston Road as alternate routes to US 380.  Motorists on Eldorado Parkway and Panther Creek Parkway will not be able to gain access to the northbound Tollway unless they turn south on Dallas Parkway, make a u-turn at Main Street, and use the entrance ramp just north of Main Street.

•     The northbound exit ramps from the Dallas North Tollway to Panther Creek

Parkway and to C.R. 24/Virginia Parkway will be closed.

•     Cobb Hill Drive will be closed between Dallas Parkway and Bethel Drive,

so Cobb Hill residents should use Eldorado Parkway or Panther Creek Parkway.

All other portions of northbound Dallas Parkway will remain open during this time, but the police department will be controlling the intersections between Dr Pepper Ballpark and Eldorado Parkway in order to facilitate the movement of the cyclists through town.  Eastbound and westbound traffic on Eldorado Parkway should expect delays at the intersection with Dallas Parkway during this time.

Motorists are urged to use caution in the area.

Traffic Control arount Pizza Hut Park for Edgefest

Eastbound Main Street and eastbound Cotton Gin Road -- between Legacy Drive and Dallas Parkway -- will be closed to traffic at 10 p.m. on Saturday, May 1, in order to move traffic out of Pizza Hut Park and Frisco Square following the EdgeFest Concert.  Both roads should be open again by around midnight.  During this closure, traffic heading east on Main Street should use Legacy Drive to reach either Eldorado Parkway or Lebanon Road to continue eastward.  During this time, Frisco Square can be reached by using northbound Dallas Parkway or by turning left from southbound Dallas Parkway at Main Street. 

To minimize congestion after the concert, exit routes from Pizza Hut Park and Frisco Square will be limited in order to reduce the points where traffic flows try to cross each other.  A map has been posted on the City’s website that shows these exit routes (go to www.friscotexas.gov and click MOVE ALONG on the right side).  Depending on where they park, concert goers will be directed onto eastbound or westbound Main Street or north to Eldorado Parkway when they leave Pizza Hut Park and then should follow the signs to reach the Dallas North Tollway, Preston Road, SH 121 or US 380.  In addition, to ease congestion after the concert on the southbound Dallas Parkway for those entering the Tollway south of Main Street, a sign has been installed to remind motorists that they can use the right lane to continue to the next Tollway entrance ramp at Stonebrook Parkway.

Motorists are urged to use caution in the area.

Early Voting Starts Today

EARLY VOTING BEGINS TODAY, APRIL 26; TWO COUNCIL SEATS, 14 CITY CHARTER PROPOSITIONS TO BE DECIDED

(April 26, 2010) Frisco registered voters who want to cast ballots early can start today as they decide two city council races and approve or reject 14 revisions to the City of Frisco Home Rule Charter.

Early voting begins today and runs through May 4. Early voting hours are Monday through Saturday, 8 a.m. to 5 p.m. On Thursday, April 29 polls will remain open an additional two hours, closing at 7 p.m.

On May 3 and May 4, hours will be extended from 7 a.m. to 7 p.m. There is no early voting on Sunday, May 2.

Voters may cast early ballots at these early voting locations:

•Frisco Fire Station #4, 4485 Cotton Gin

•Preston Ridge Campus, Collin County Community College, 9700 Wade Blvd.

•The Collin County Elections Office, 2010 Red Bud Blvd., Suite 102, in
McKinney

•Heritage Lakes Amenities Center, 3949 Village Blvd.

All Frisco registered voters may vote at any of the early voting locations in Collin County. The complete list is available online at

Collin County administers City of Frisco and Frisco ISD elections for all Frisco residents regardless of whether you live in Collin County or Denton County. In a related noted, Frisco ISD is not holding an election in May 2010.

FW: 100th Birthday of Minnie Roberson Sterling

The Heritage Association of Frisco will meet Tuesday, April 27, at 2pm at
the Frisco Heritage Museum located at 6455 Page Street. Please join us in
celebrating the 100th Birthday of Minnie Roberson Sterling. Mrs. Sterling
was born April 27, 1910 in Collin County. Horse drawn wagons moved the
family's household goods to Frisco in 1918. Mrs. Sterling met her husband
Ray at Frisco High School where she graduated in 1929. Minnie is a talented
seamstress and many of her pieces will be on display, including the dress
that she entered in the State Fair in 1999 for which she won a ribbon.
Please stop by and share birthday cake with this amazing lady and enjoy a
video of her life and the well wishes of many friends.

Page Street Closed, April 21 -22

PAGE STREET CLOSED, APRIL 21 - 22

(April 20, 2010) Due to work on the Municipal Center Parking Garage, Page Street will be closed between Church Street and Library Street on Wednesday, April 21 and Thursday, April 22.  Motorists will still be able to turn onto Church Street or Library Street from Page to access City Hall, the Library, and the drop boxes for utility payments and library books.

Detour signs will be posted to guide Page Street traffic around the closure, or through traffic can use Frisco Square Boulevard to access John Elliot Drive or Dallas Parkway directly.

When Page Street reopens on Thursday, April 23, the section of roadway adjacent to the construction site will be narrower and its travel lanes will be shifted to the south.  New roadway striping will help guide traffic through the construction zone, which will remain in this narrower configuration for several months.

Motorists are encouraged to use caution in the area until people become accustomed to the new traffic pattern.

NEW REUSABLE SHOPPING BAG TO FEATURE STUDENT DESIGN CELEBRATING ‘EARTH DAY’

(April 20, 2010) Frisco celebrates Earth Day with a new program that’s ‘in the bag’!

The City of Frisco’s Environmental Services Division and the Frisco Tom Thumb will announce the student winner of the Reusable Bag Artwork Contest on Thursday, April 22.

Beginning that day, the winning artwork will be featured on reusable bags available for sale at the Frisco Tom Thumb, 4848 Preston Road.

“This is a great way for folks to show their environmental pride every time they visit the store,” said Jeremy Starritt, Environmental Education Coordinator. “We appreciate Tom Thumb’s support on this project, which we believe is a great way to mark the 40th anniversary of Earth Day.”

More than 75 students submitted artwork for the citywide contest which ended March 12.  Entries were judged on originality, simplicity, legibility and creativity. To see artwork from the five finalists, check out www.friscogreenliving.com

The winning artwork will appear on reusable shopping bags available for sale at Tom Thumb in Frisco. The new reusable bags will be sold for .99 cents each.  All proceeds from bag sales, along with a $500 donation from Tom Thumb, will benefit the Frisco Education Foundation and be used to create an environmental scholarship for a FISD high school senior.

“Tom Thumb is honored to partner with the City of Frisco Environmental Services for this Frisco Earth Day event,” said Connie Yates, Public Affairs Director for Tom Thumb.  “This partnership has provided an opportunity to recognize young artistic talent while educating our great community to be partners with us in maintaining a greener environment.”

Panther Creek Parkway Temporary Closure, April 20-May 1

PANTHER CREEK PARKWAY TEMPORARY CLOSURE, APRIL 20 – MAY 1

(April 20, 2010) As part of TxDOT’s widening project, Panther Creek Parkway will be closed just east of Preston Road starting Tuesday, April 20, and continuing through Saturday, May 1.

During this closure, residents who normally use Panther Creek Parkway to access their neighborhood from Preston Road will need to use Eldorado Parkway and Hillcrest Road to reach their destination. Detour signs will be posted.

Asian American Heritage Month

 WHEREAS,   our country is strengthened by the many cultures and peoples that live in America and contribute greatly to our society; economy and way of life; and

WHEREAS,   over 300,000 Asian Americans now reside in the Dallas-Fort Worth metropolitan area, representing a rapidly growing segment of the population of our city and nearby communities; and

WHEREAS,   while Asian Americans celebrate their unique and rich history, culture and traditions, they also share values that are common throughout America-such as love of freedom, dedication to family, excellence in education and service to the community; and

WHEREAS,   today Asian Americans have made important contributions to our city and our nation in government, business, education, science and other fields and because of their hard work and entrepreneurship Asian Americans have prospered and achieved success; and

WHEREAS,   in the past year the Asian American community has made extraordinary contributions to educate their respective communities regarding the U.S. Census.  The Korean community helped over 300 DFW area Koreans and non-ethnic Koreans fill out U.S. Census forms which equates to adding over $3 million from the U.S. Census budget for the DFW communities at large; and

WHEREAS,   each year, the President of the United States of America, joined by elected officials and leaders throughout the country, collectively issue proclamations in the month of May to recognize the importance and the richness that the Asian American community adds to the cultural fabric of our society; and

WHEREAS,   throughout the month of May, Asian Americans will join together to host celebrations and educational events, to honor the strong heritage, history, and culture of their ancestral homeland and their role in the future of America.

“ASIAN AMERICAN HERITAGE MONTH”

Autism Spectrum Disorder (ASD) Proclamation

WHEREAS,                   Autism Spectrum Disorder (ASD) is a lifelong disability, typically appearing in the first three years of life and potentially resulting in significant impairment of an individual’s ability to communicate, understand social interactions, and develop appropriate interactive behaviors; and

WHEREAS,                   Eleven out of every 1,000 Texas children are diagnosed with ASD.  Early diagnosis, appropriate education and interaction throughout one’s life span are vital to the growth and development of the individual; and

WHEREAS,                   Although a cure is not currently known, researchers are investigating a number of possibilities.  During the month of April, an awareness campaign is being conducted to highlight the work of these individuals, as well as to educate the public about ASD.

         

NOW, THEREFORE, I, Maher Maso, Mayor of the City of Frisco, Texas do hereby proclaim April 2010 as  

”AUTISM SPECTRUM DISORDER AWARENESS MONTH”

WHEREAS,         The first Earth Day was celebrated 40 years ago on April 22, 1970, with the goal of inspiring environmental awareness and encouraging the conservation, protection, and appreciation of our nation’s natural resources; and 

WHEREAS,         The City of Frisco will celebrate the 40^th anniversary of Earth Day on April 24^th, 2010; and

WHEREAS,         Earth Day is a special day dedicated to Earth-awareness by taking action to save energy, plant trees, practice composting, protect natural habitats, reduce pollution/ litter and being committed to the 3R’s: Reduce/Reuse/Recycle; and

Regional Public Hearing on Affordable Housing

REGIONAL PUBLIC HEARING ON PROPOSED AFFORDABLE HOUSING TONIGHT IN DALLAS
(April 14, 2010) The Texas Department of Housing and Community Affairs (TDHCA) is holding a public hearing regarding applications for the Competitive Housing Tax Credit (HTC) Program tonight, April 14, in Dallas.

The meeting begins at 6 p.m. and will be held in the auditorium of the J. Erik Johnson Central Library, located at 1515 Young Street in downtown Dallas.

Tonight’s public hearing is the fourth in a series of six public hearings being held around the state to collect public comment on all HTC applications.

The City of Frisco has received notification from TDHCA that Stewart Creek, LLP, has submitted a completed application for the tax credit program.

Custer Road Traffic Switch

TRAFFIC SWITCH AT CUSTER ROAD AND STONEBRIDGE DRIVE
(April 8, 2010) As part of TxDOT's Custer Road widening project, TxDOT has switched traffic at the
intersection of Custer Road and Stonebridge Drive. Northbound traffic has been shifted westward
into the median area and the left-turn lanes for both directions are now directly opposite of each other.


The intersection will operate in this configuration for several weeks
while TxDOT reconstructs half of the intersection.

Motorists are urged to use caution in the area as people become accustomed to the new traffic pattern.

National Animal Appreciation Week

WHEREAS The National Animal Control Association has designated the second Week of April each year as Animal Control Appreciation Week; and

WHEREAS The various Federal, State, and Local Government Officials throughout the Country take this time to recognize, thank, and commend all Animal Control Officers for the dedicated service they provide to the citizens, various Public Safety, Public Service
Agencies and Departments through the Country; and

Johnny & Nathan Hopkins - Local Heroes

I was honored to present this proclamation tonight at our City Council meeting. Johnny and Nathan are great role models for our city. WHEREAS, Johnny Hopkins has been a resident of Frisco since 2006 and his brother Nathan Hopkins has been a resident of Frisco since 2002; and

WHEREAS, Johnny Hopkins teaches 6th grade at Roach Middle School and coaches 8th grade football and high school pole vault; and

WHEREAS, Nathan Hopkins teaches 7th grade at Roach Middle School; and

WHEREAS, On Thursday, March 18th, Johnny and Nathan Hopkins were enjoying a boat ride on Lake Lewisville when they suddenly noticed a small plane headed toward the water; and

WHEREAS, The plane made a crash landing on the water and Johnny Hopkins dove into the chilly water and swam towards the wreckage where he found an unconscious male; and

WHEREAS, Johnny Hopkins was able to swim back to the boat with the man and with the help of Nathan Hopkins, pulled the man onto the boat; and

WHEREAS, Johnny and Nathan Hopkins worked together to administer CPR and call 911 for help saving the man’s life.

NOW, THEREFORE, I, Maher Maso, Mayor of the City of Frisco, do hereby proclaim April 6th, 2010, as

“JOHNNY & NATHAN HOPKINS DAY”

Rolater Rd between Wittingham and Coit Rd. Closed this Thursday

Due to the Shattered Dreams program that is being held at Centennial High School this Thursday, Rolater Rd between Wittingham and Coit Rd will be closed 9:30am-noon.

Residents: The sirens, firetrucks, police cars and careflight landing are all part of the program. The actual outdoor portion of the program will run from 10:30 until 11:30AM.

This is one of the daily reminders about the overnight closures of Preston Road occurring this week due to the TxDOT widening project. For complete information about all of the scheduled closures, please visit www.friscotexas.gov.

Starting at 7 PM tonight, Preston Road will be limited to local traffic between Eldorado Parkway and US 380 and will be completely closed between the Sam Roach Business Center and Panther Creek Parkway (see the attached map). All regional through traffic will have to take an alternate route, such as Dallas Parkway to the west or Custer Road to the east. The road will reopen to all traffic Tuesday morning at 6 AM.

During the closure, all southbound local traffic will have to turn east onto Panther Creek Parkway, which only extends as far as Hillcrest Road. In the northbound direction, the only traffic that will be allowed north of Eldorado will be traffic heading to the Latera neighborhood entrance or to the businesses on Preston Road up to and including the Sam Roach Business Center. No traffic will be allowed north of the Sam Roach Business Center. All other northbound traffic will have to turn west or east onto Eldorado Parkway. Northbound traffic heading to the Crown Ridge or Creekside at Preston neighborhoods should use Eldorado Parkway, Hillcrest Road, and Panther Creek Parkway to access their neighborhood.

Motorists are urged to use caution in the area.

Regional Public Hearing on Proposed Affordable Housing

REGIONAL PUBLIC HEARING ON PROPOSED AFFORDABLE HOUSING SET FOR APRIL 14

(April 2, 2010) The City of Frisco has received notification from the Texas Department of Housing and Community Affairs that one developer has submitted a completed application for the 2010 Competitive Housing Tax Credit (HTC) program for a proposed low income housing complex in Frisco.

The developer, Stewart Creek, LLP, submitted the completed application for the proposed North Court Villas complex. The proposed complex would be built on 10 acres on the south side of Stonebrook Parkway between Woodstream Drive and Preston Road. The project is now one of 28 developments competing for the $10 million in tax credits available this year to Texas’ Region 3. The total amount requested for the 28 projects submitted is $41 million. Based on a self-ranking submitted by developers with their completed HTC applications, the North Court Villas development is currently ranked 27th out of the 28 projects in line for funding.

If Stewart Creek, LLP’s development is awarded funds from the HTC program, then the developer will also be eligible for $2 million in grant money from the Inclusive Communities Project, Inc. (ICP) through an agreement with the City of Frisco. Under the ICP agreement, developers must set aside 50 units or 25 percent of the complex’s units, whichever is greater, for Section 8 vouchers. North Court Villas would have 50 units available for Section 8 voucher holders.

In February, the Frisco City Council approved requests from Stewart Creek, LLP and a second developer, VDC Frisco Reserve I, LP, for letters of support to submit with their 2010 Housing Tax Credit Applications. The council submitted letters on behalf of both developers; however, VDC Frisco Reserve I, LP has withdrawn from the process to compete for funds for a proposed complex near the intersection of McKinney Road and Sunset Drive.

Residents may voice their opinions about the proposed development when the Texas Department of Housing and Community Affairs holds a public hearing on Wednesday, April 14 at 6:00 p.m. The meeting will be in the auditorium of the J. Erik Johnson Central Library, located at 1515 Young Street in downtown Dallas.

Segments of Preston Road Closed - Schedule -

As part of the TxDOT widening project, different segments of Preston Road will be closed overnight between Eldorado Parkway and US 380 starting Monday night, April 5, and continuing through Thursday night, April 9, and then again on Monday night, April 12 (weather permitting). Each night, a segment of Preston Road will close at 7 PM and reopen the next morning at 6 AM. During these closures, only limited local traffic will be allowed between Eldorado Parkway and US 380 and all through traffic will have to take an alternate route. Regional traffic should use Dallas Parkway to the west or Custer Road to the east. The specific segments of Preston Road closed each night are shown in the attached maps and are described below:

Monday night, April 5:
Starting at 7 PM, Preston Road will be limited to local traffic between Eldorado Parkway and US 380 and will be completely closed between the Sam Roach Business Center and Panther Creek Parkway. All other southbound traffic will have to turn east onto Rockhill Road, which provides access to Independence Parkway and beyond (Coit Road should not be used as an alternate route because it is not a paved road south of Rockhill Road). In the northbound direction, only local traffic will be allowed north of Eldorado (such as traffic heading to the Latera neighborhood, the Creekside at Preston neighborhood, or to Panther Creek Parkway itself). No traffic will be allowed north of Panther Creek Parkway. All other northbound through traffic will have to turn west or east onto Eldorado Parkway and detour to Dallas Parkway or Custer Road.

Wednesday night, April 7:
Starting at 7 PM, Preston Road will be limited to local traffic between Eldorado Parkway and US 380 and will be completely closed between CR 24 and Rockhill Road. The road will reopen to all traffic Thursday morning at 6 AM. During the closure, all southbound local traffic will have to turn east onto Rockhill Road, which provides access to Independence Parkway and beyond (Coit Road should not be used as an alternate route because it is not a paved road south of Rockhill Road). In the northbound direction, only local traffic will be allowed north of Eldorado (such as traffic heading to the Latera neighborhood, the Creekside at Preston neighborhood, Panther Creek Parkway, or to CR 24). During the closure, no southbound traffic will be allowed south of US 380 and all traffic will have to detour to Dallas Parkway or to Custer Road. In the northbound direction, only local traffic will be allowed north of Eldorado (such as traffic heading to the Latera neighborhood, the Creekside at Preston neighborhood, Panther Creek Parkway, CR 24, or Rockhill Road). No traffic will be allowed north of Rockhill Road. All other northbound through traffic will have to turn west or east onto Eldorado Parkway and detour to Dallas Parkway or Custer Road.

Monday night, April 12:
This closure will be the same as the prior closure. Starting at 7 PM, Preston Road will be limited to local traffic between Eldorado Parkway and Rockhill Road and will be completely closed between Rockhill Road and US 380. The road will reopen to all traffic Tuesday morning at 6 AM. In the southbound direction, no traffic will be allowed south of US 380 and all traffic will have to detour to Dallas Parkway or to Custer Road. In the northbound direction, only local traffic will be allowed north of Eldorado (such as traffic heading to the Latera neighborhood, the Creekside at Preston neighborhood, Panther Creek Parkway, CR 24, or Rockhill Road). If any of these closures are rescheduled due to weather, additional announcements will be made.

Rest & Recuperation Program for our Troops

The Rest & Recuperation Program continues to be a significant and rewarding program in the North Texas region. If you have had an opportunity to participate in this program, you know just how moving this experience is. Day after day troops from Iraq are welcomed home by groups of volunteers from North Texas. Without you this program would not be possible.

We are in the process of recruiting volunteers for the remaining 2010 calendar. Groups are encouraged to volunteer often to ensure that our U.S. Troops are welcomed and greeted daily. We are very excited about continuing this program, and now is your opportunity to participate in an unforgettable experience.

The Rest & Recuperation Program asks that you assist in spreading the word about the opportunity to greet the soldiers. Please tell everyone you know about the program. More volunteers are needed to fill in the empty dates on the calendar. We would like to have a group out to greet the soldiers everyday.

Aqua Egg Hunt - last day to register.

MAKE A SPLASH THIS SATURDAY AT THE FRISCO ATHLETIC CENTER’S AQUA EGG HUNT; EVENT REGISTRATION ENDS TOMORROW

(March 25, 2010) The Easter Bunny is filling the indoor pools at the Frisco Athletic Center with toy filled eggs for the 2nd Annual Aqua Egg Hunt. Children ages 3 to 10 are invited to come dressed in their swimsuit and join the hunt this Saturday, March 27 from 11 a.m. to noon.

Admission is $12 per person and includes the egg hunt, swim pass for the day, and a special treat from the Easter Bunny. No refunds will be given for this event. Pre-registration for this event is required. Registration is available through Friday, March 26. Register online at FriscoFun.org or in person at the Frisco Athletic Center, located at 5828 Nancy Jane Ln.

All 7 and 8 year olds are required to wear a life jacket, which will be provided. Wearing a life jacket is optional for 9 and 10-year-old participants. Bags will be provided for participants to collect the eggs in the pool, but remember to bring your own basket or bag to take your treasures home.

Children younger than seven will need an adult in the water participating with them at all times according to Indoor Aquatic Center rules. Parents are not required to be in the water with children seven and older.

New Frisco Square Attraction Scheduled to Open in December
DALLAS, March 25, 2010 – Behringer Harvard announced today that it has reached an agreement with Cinemark Holdings, Inc. to construct a 12-screen theatre at Frisco Square, a mixed use development in Frisco, an affluent suburb north of Dallas that is one of America’s fastest-growing cities. Easter Eggastravaganza rescheduled.

Wintry weather forced the 18th Annual Easter Eggstravaganza to be delayed not once, but twice last weekend. The city expects the third time to be the charm with a clear forecast and a new date and time set for Friday, March 26 from 7:00 p.m. to 8:00 p.m.

The free event will still be held at Pizza Hut Park stadium, located at 6000 West Main St. Gates will open at 6:30 p.m. An event and parking map is available to view online at FriscoFun.org. Only the egg hunt will be held on Friday evening. All other activities originally planned for the Eggstravaganza have been canceled.

“Friday night was selected as the best option for the egg hunt due to scheduling conflicts at Pizza Hut Park and our city parks,” said Rick Wieland, Parks and Recreation Director. “Last weekend’s inclement weather is also causing the athletic associations in Frisco to fit in make-up games with their regular schedule of games.”

Bring your Easter basket because the Easter Bunny will still deliver 60,000 eggs for children to scoop up. The egg hunt for ages two and younger will begin at approximately 7:00 p.m. The egg hunt for ages three to 12 will follow at approximately 7:30 p.m.

Please note that strollers are not allowed on the stadium fields. Special concierge stroller parking will be available.

Right Lane of Northbound DNT @ Eldorado closed March 24-29

(March 23, 2010) Due to construction activity, the right lane on northbound Dallas Parkway will be closed at the intersection with Eldorado Parkway starting at 9:00 a.m. on Wednesday, March 24. It will remain closed for six days through Monday, March 29.

It is expected that the lane will reopen on Tuesday, March 30; but the closure could be extended depending on any weather delays. During the closure, all traffic movements will still be allowed at the traffic signal at Dallas Parkway and Eldorado Parkway, but northbound traffic should expect delays.

Northbound traffic should consider using an alternate route (such as Legacy Drive or the Dallas North Tollway) during peak traffic periods.
Motorists are urged to use caution in the construction area.

Energy Efficient Appliance Rebate Program

I received a note from the Susan Combs, Texas Comptroller of Public Accounts earlier this month. I was asked to pass it on to our citizens.

This Spring, Texans can save money and conserve energy through the Energy Efficient Appliance Rebate Program. You can receive rebates on qualifying appliances, including but not limited to refrigerators, dishwashers and water heaters, purchased between April 16 and April 25.

The State of Texas received more than $23 million for the U.S. Department of Energy to establish this program, the first of its kind in Texas. The program will be administered through the Comptroller's State Energy Conservation Office (SECO).

You must be a Texas resident, purchase an appliance in-store at a Texas retailer and replace an old appliance with a new, energy-efficient model to receive a mail-in rebate. Rebates can be staked with other rebates and incentives, such as manufacturer rebates and federal tax credits. Each household is eligible for up to two appliance rebates, as long as they are different appliances. Residents who recycle old appliances will receive an additional $75 rebate.

Census Bureau Director Delivers 2010 Census Message from James Madison's Montpelier Home In recognition today of the 259th birthday of James Madison, the principal writer of the Constitution and the fourth President of the United States, Census Bureau Director Robert Groves visited Montpelier — Madison's colonial home near Orange, Va. Groves stood in Madison's library, the very room that one of the Founding Fathers used to draft the Virginia Plan that became the Constitution.

As each U.S. household receives a 2010 Census form, every resident is encouraged to participate in a process that is as old as the nation itself. That process is the decennial census, mandated in Article I, Section 2 of the U.S. Constitution, mainly written by James Madison, one of our nation's founders and our fourth president. U.S. Census Bureau Director Robert Groves recently visited Madison's historic home, Montpelier, in Orange, Va., and stood in the room that was the library where Madison drafted the Virginia Plan that became the Constitution. Sprinklers & Daylight Savings Time

TIME TO SWITCH YOUR SPRINKLERS TO DAYLIGHT SAVING TIME; CITY OF FRISCO'S
WATER MANAGEMENT PLAN IN EFFECT

(March 19, 2010) When you adjusted your clocks for Daylight Saving Time (DST), did you remember to adjust your sprinklers? As part of the City of
Frisco's Water Management Plan, time of day restrictions begin with DST.

This year DST runs from March 14 through November 7. During DST outdoor watering is not allowed between 5 a.m. and 8 a.m. and between 10 a.m. and 6 p.m.

These watering times were adopted to help reduce what Public Works Director Gary Hartwell calls a "water traffic jam." "In addition to requiring no watering during the heat of the day due to evaporation, Frisco chose to adopt the 5 a.m. to 8 a.m. hours to offset the demand for water when residents are getting ready for work and school," said Hartwell.

The plan also recommends limiting outdoor watering to two-days-per-week with the start of Daylight Saving Time through June 30. From July 1 through September 30, two-day-a-week watering becomes mandatory for the summer months. The mandatory watering schedule coincides with residents'
trash and recycling service day plus an additional day. The watering day schedule is available to view online at FriscoTexas.gov/water.

Restrictions apply to automatic sprinkler systems. Hand watering, soaker hoses, and drip/bubbler systems are allowed at any time on any day of the year.

"Some of our residents wonder why we exercise water restrictions given our recent snowy and wet months, and the fact that North Texas isn't experiencing drought at this time," said Mayor Maher Maso. "As a member of the North Texas Municipal Water District (NTMWD) we work collectively as a region to promote water efficiency because it's important to the prospective development of reservoirs for future generations. We always
encourage our residents to use what they need, but don't waste water. Use it wisely and efficiently."

(March 19, 2010) Weather forecasts show the first day of spring will feel more like winter, so Frisco's 18th Annual Easter Eggstravaganza planned for tomorrow, March 20, is rescheduled for Sunday, March 21.
The free event will still be held from 1 p.m. to 4 p.m. at Pizza Hut Park stadium, located at 6000 West Main St.

All the family fun planned for the Easter Eggstravaganza will still be
happening on Sunday including bounce houses, face painting, games, Easter bonnet and tie contest -- plus, the most 'eggsellent' egg hunt in Texas.
Parks and Recreation staff notified the Easter Bunny, and you can still
count on him hopping into Frisco to leave more than 60,000 eggs for girls and boys to find.

Don't forget your Easter basket! The egg hunt for ages two and younger will begin at approximately 2 p.m., followed by ages three to 12 at approximately 2:30 p.m. Please note that strollers are not allowed on the
stadium fields. Special concierge stroller parking will be available.

The Parks & Recreation Department will also be holding a spring and summer Programs Expo. Learn all about camps offered through the Parks &
Recreation Department this summer, information on upcoming athletic, aquatic, and recreation classes, as well as special events. Instructors will be on site with class demonstrations and class information.

Frisco Square Streets Closed Saturday, March 13 for Paddy Dash

FRISCO SQUARE STREETS CLOSED SATURDAY, MARCH 13 FOR PADDY DASH AND IRISH PARADE (March 11, 2010) Many of the streets within the Frisco Square area will be closed Saturday morning, March 13, between 6 – 10 a.m. for the Paddy Dash 5K Race and Irish Parade.

• Frisco Square Boulevard will be closed between World Cup Way and Frisco
Street;
• Page Street will be closed between Dallas Parkway and Library Street;
• Library Street will be closed between Frisco Square Boulevard and Cotton
Gin Road;
• Cotton Gin Road will be closed between Dallas Parkway and Library
Street.

During this closure, there will be no vehicular access to City Hall or the Library (which includes access to the drive-up library book drop-off).
All traffic approaching Frisco Square during this time should approach on Main Street and access the area via Coleman Boulevard or John W. Elliott Drive.

The following groups should use Coleman Boulevard to access the parking lots behind the Frisco Square businesses:

• Race participants
• Library staff and patrons who arrive before 10:00 AM*
• Business traffic on Coleman Blvd
• Residents who live north of the Plaza

The following groups should use John W. Elliott Drive to access their
facilities:

• Frisco Senior Center
• Heritage Center
• Residents who live east of Library Street

Traffic headed to the Sci-Tech Discovery Center before 10:00 AM will need to access the facility using its driveway on northbound Dallas Parkway.

*As a reminder, the parking lot behind the Library is closed for construction and so all Library parking is located in front of or on the sides of the Library. Library patrons can also use the parking lots behind the Frisco Square businesses.

What is the RTC?

The Regional Transportation Council (RTC) is the independent transportation policy body of the Metropolitan Planning Organization (MPO).

The Regional Transportation Council, which meets the second Thursday of each month in Arlington, is comprised of local elected or appointed officials representing cities or counties, and transportation provider representatives. I serve on this Council representing Frisco, Allen, Prosper and Lucas.

The RTC is responsible for overseeing the metropolitan transportation planning process. Primary activities include:

- Providing guidance regarding the development of multimodal transportation plans and programs.

- Programming federal and State funds for the implementation of transportation improvements.

- Selecting specific federally funded projects and programs.

- Assuring the coordination of services among transportation providers, and

- Ensuring compliance with federal and State laws and regulations pertaining to metropolitan transportation and air quality planning.

Rockhill Road closed on March 12

As part of TxDOT’s widening project, Rockhill Road will be closed just east of Preston Road on Friday, March 12. The road will close at 9 AM and is expected to reopen by 4 PM.

During this closure, residents who normally use Rockhill Road to reach Preston Road will need to detour northward on Coit Road and then use US 380 to reach Preston Road. Detour signs will be posted. Those approaching from further east can also detour southward on Independence Parkway and then use Eldorado Parkway to reach Preston Road.

Proclamation - 15th Anniversary of Frisco CDC

WHEREAS, On May 7, 1994 the City of Frisco held a special election at which 87% of Frisco voters approved the adoption of a sales and use tax at the rate of one-half of one percent to be used for the promotion and development of new or expanded business enterprises, parks and any other purpose authorized by the State of Texas Development Corporation Act of 1979; and

WHEREAS, On January 17, 1995 the City Council approved a Resolution authorizing and approving the creation of the Frisco Community Development Corporation to act on behalf of the City of Frisco, under and by virtue of the State of Texas Development Corporation Act of 1979; and

WHEREAS, The Mayor of the City of Frisco issued the Oath of Office to Members of the newly created Community Development Corporation on February 16, 1995; and

WHEREAS, The Frisco Community Development Corporation has dutifully executed its mission by contributing more than 51 Million Dollars towards projects to improve Quality of Life (including participation in the Dr Pepper Ballpark, Dr Pepper Arena, and Pizza Hut Park), to develop Community Parks (including Frisco Commons, Warren Sports Complex, Harold Bacchus, and B.F. Phillips) and to promote learning and culture throughout the City of Frisco (by helping develop Sci-Tech Discovery Center, the Frisco Heritage Center and the Museum of the American Railroad in Frisco); and

Proclamation - Rear Admiral C. Kenneth Carodine Day

WHEREAS, C. Kenneth Carodine, a resident of Frisco, is married to the former Jill Olhausen and they have two children, Andrew Kenneth and Victoria Grace; and

WHEREAS, C. Kenneth Carodine is the first Naval Officer from a family of military veterans; and

WHEREAS, C. Kenneth Carodine is a 1982 graduate of the U.S. Naval Academy. In addition, he earned a Master of Science degree in Information Systems from The University of Texas at Dallas in 1994; and

WHEREAS, C. Kenneth Carodine completed Surface Warfare Officer School in 1983 where his initial sea tour was in USS Impervious where he qualified as a surface warfare officer; and

WHEREAS, C. Kenneth Carodine affiliated with the Navy Reserve in 1989. In 1990, he mobilized with NR Carrier Group 770 and served as the Carrier Group Seven/Battle Force Zulu Over-the-Horizon Track Coordinator during Operations Desert Shield and Desert Storm aboard USS Ranger in the Northern Arabian Gulf; and

WHEREAS, C. Kenneth Carodine following his second release from active duty, was selected as the Naval Reserve Association’s National Selected Reservist of the Year for 1991. His personal awards and decorations include the Navy Meritorious Service Medal with two gold stars, Navy Commendation Medal with two gold stars, Navy Achievement Medal with gold star, National Defense Service Medal, Southwest Asia Service Medal with two bronze stars, and the Kuwaiti Liberation Medals (Kuwait and Saudi Arabia); and

WHEREAS, C. Kenneth Carodine in 2009, was nominated by Secretary of Defense Gates and President Obama for promotion to the rank of Rear Admiral; and

WHEREAS, C. Kenneth Carodine in his civilian occupation, is the Director of Enterprise Information Delivery for Health Care Service Corporation and is a published fiction author writing stories centered on naval personnel and technology in today’s dynamic and dangerous world.

Proclamation - Severe Weather Awareness Week

WHEREAS, Governor Rick Perry has declared the week of February 21st through 27th, 2010 as Severe Weather Awareness Week in Texas; and

WHEREAS, Each year brings the potential for violent weather to Texas; and

WHEREAS, Large portions of our state including the City of Frisco, can be devastated by flooding, tornadoes, hail storms, straight line winds and other severe emergencies; and

WHEREAS, The Texas Division of Emergency Management and the National Weather Service have joined together to urge all citizens to prepare for severe weather events and to educate themselves on safety strategies.

NOW THEREFORE, I, Maher Maso, Mayor of the City of Frisco, in official recognition of this statewide event, do hereby proclaim February 21st through 27th, 2010, as

Proclamation - Kyle Smith, Eagle Scout

WHEREAS, Kyle Smith, son of John and Suzanne Smith and brother of Blake and Kaitlyn has been a resident of Frisco, Texas, since birth; and

WHEREAS, Kyle Smith is a senior at Wakeland High School where he was a member of the Wakeland Band. After graduation in June, he will attend Texas Tech University where he will major in Engineering; and

WHEREAS, Kyle Smith has been a member of the Boy Scouts of America since ¬¬¬second grade where he is a member of Troop 51. He participated in Philmont which is an 11 day 60 mile backpacking trip. He was voted crew leader by his troop to be their scout leader for the 8 scouts from his troop and is a member of the Order of the Arrow which is the honor society for boy scouts; and

WHEREAS, At a Court of Honor to be held in April, Kyle will be presented with the rank of Eagle Scout, a rank obtained by only four percent of all U.S. Scouts, having successfully completed 27 merit badges and an Eagle service project wherein he restored the train cart that is on display outside the Frisco Train Depot at Heritage Village.

Proclamation - Ray Humphries, Utilities Supervisor

WHEREAS, Ray Humphries, a 1984 graduate of Frisco High School, was hired by the City of Frisco on March 26,1990; and

WHEREAS, Ray Humphries began his service to our citizens in the Public Works Department in the Sanitation Division as a maintenance worker. He transferred from the Sanitation Division to the Utilities Division and worked his way to Crew Leader in 1993. He was promoted to Utilities Supervisor in 1996. He has earned licensing from TCEQ for Water and Waste Water; and

WHEREAS, Ray Humphries has a key role in the decisions made to keep the Utilities Department operating on a daily basis. He also has a strong influence on the future construction and design of our utility system; and

WHEREAS, Ray Humphries also known as “Ray Boy” by his co-workers has been described as someone who goes the extra mile to make sure new employees are properly trained on water tapping, and various machinery in the department.

Proclamation - Gary Hartwell, Director of Public Works

WHEREAS, Gary Hartwell, husband of Pam, father to three daughters and grandfather to three grandchildren, has been a resident of Frisco since 1991 and employed with the City of Frisco for 20 years; and

WHEREAS, Gary Hartwell was hired as Director of City Services beginning his service to our citizens on March 5th, 1990 and became Director of Public Works on January 1, 1997; and

WHEREAS, Gary Hartwell received a B.S. in Civil Engineering and an M.S. in Environmental Engineering from the University of Texas at Arlington; and

WHEREAS, Gary Hartwell is a Professional Engineer licensed in the State of Texas; TCEQ Class B Water Operator; TCEQ Class B Wastewater Operator; TCEQ certified instructor for water/wastewater courses and recently presented water conservation papers for the Tarrant Regional Water District in Fort Worth and Texas Water 2008 Conference in San Antonio. He also presented the Frisco ET program at the WaterSmart Innovations Conference in Las Vegas in October 2008.

WHEREAS, Gary Hartwell and the Public Works Department received the 2009 Municipal Excellence Award from the Texas Municipal League which recognizes the City for its Smart Irrigation Program.

WHEREAS, Gary Hartwell has been described as a huge “movie guy” who generally gives a movie review to his employees about once a week. He can also name the song and artist of popular music from the 50’s, 60’s and 70’s like no other person who doesn’t even play an instrument. He loves his boat and spending time at the lake. He is very proud of the fact that when he was hired the town was very small and he had a hand in everything from trash collection to water production.

Frisco Citizen's Fire Academy

GO BEHIND THE SCENES OF THE FRISCO FIRE DEPARTMENT; NEXT CITIZEN’S FIRE ACADEMY BEGINS MARCH 25

(March 3, 2010) The Frisco Fire Department offers a great opportunity to learn about an essential part of the city’s public safety operations. The next Citizen’s Fire Academy (CFA) begins March 25 and demonstrates how these first responders’ jobs go way beyond putting out fires. Firefighters also respond to medical emergencies, contain HAZMAT situations and manage the city’s Emergency Operations Center (EOC), to name a few of the tasks they tackle on any given day.

CFA is a free program that meets Thursday nights from 7 p.m. to 10 p.m.
CFA Class No. 27 will meet for nine weeks from March 25 through May 20.
The program is open to anyone living or working within Frisco’s city limits.

Students learn from Frisco Firefighters. “We have our experts teach CFA classes,” said Frisco Fire Chief Mack Borchardt. “Fire Department staff craft the instruction to be as hands-on as students want to take the classes.”

The “Burn House” facility is where all Frisco firefighters train. CFA participants suit up in the same protective gear and walk through the same fiery building that the firefighters do. Students also experience the physical endurance needed to do the job, like climbing an aerial ladder and lugging a 50-pound hose.

Participants learn what emergency response really means. They have an opportunity to ride along on real emergency calls and to see fire and EMT personnel in action. Class members use the actual rescue tools emergency responders used to cut apart a vehicle.

“We really want Citizen’s Fire Academy to be a fun experience, not an intimidating one,” said Chief Borchardt. “That’s why CFA participants can choose to opt out of any activities they are not comfortable trying.”

CFA graduates become a part of the Citizen’s Fire Academy Alumni (CFAA).
Members of the CFAA pass on their training by engaging friends and family about safety issues, such as fire extinguishers and smoke detectors in the home. Many CFA graduates continue their involvement with the fire department by becoming volunteers for fire programs.
