WHEREAS, Fire Chief Aubrey “Mack” Borchardt and his family have been an integral part of the City of Frisco for 30 years; and

WHEREAS, Mack has been a lifelong resident of Frisco graduating from Frisco High School; and

WHEREAS, Mack began his fire service career in 1973 as a Frisco Volunteer Fire Fighter then after graduating from the Richardson Fire Academy he was named as the Chief of the Frisco Volunteer Fire Department and later that year began his fulltime fire service with the City of McKinney; and

WHEREAS, Mack left McKinney and began his career in Frisco as the City Administrator and Fire Chief of the Volunteer Fire Department in November of 1982; and

WHEREAS, Mack became the city’s first, and has remained its only, fulltime Fire Chief of the Frisco Fire Department in November 1987; and

WHEREAS, the population of Frisco was approximately 1,820 at the time he began service and now has passed 123,000 citizens; and

WHEREAS, under Mack’s management, the Fire Department has grown from an all volunteer department to a department of over 140 fulltime members which still maintains a strong and active volunteer membership; and

WHEREAS, the Fire Department has grown from a single station to a network of seven stations to include Central Station which also host the City’s emergency operations center, training facilities, and Safety Town; and

WHEREAS, Mack has long been a strong advocate of fire and injury prevention both for the public and the firefighting staff; He has instituted a strong citywide fire prevention program and acquired apparatus and other equipment with the latest safety equipment; and

WHEREAS, Mack has provided the enduring vision for the development and future of the City of Frisco Fire Department, excellent stewardship of its resources, leadership, abiding love and compassion for our citizens, and uncompromised devotion to duty; and

WHEREAS, The Frisco Fire Department would be a lesser institution but for the great skill, dedication, and acumen of Aubrey “Mack” Borchardt.

NOW, THEREFORE, I, Maher Maso, Mayor of the City of Frisco, on behalf of the City Council and the Citizens of Frisco, do hereby bestow Special Recognition to Aubrey Mack Borchardt and his family for 30 years of service faithfully rendered to the City of Frisco and its Citizens and do hereby proclaim December 2011 as

“Aubrey Mack Borchardt Month”

encouraging all citizens to congratulate Mack on his 30th anniversary of service, and thank him for his vision for the City of Frisco Fire Department and his dedication to our community.

Be Fit Frisco Launches Free Fitness in the Square

'BE FIT FRISCO' LAUNCHES FREE 'FITNESS IN THE SQUARE' SESSIONS;
NEW PROGRAM STARTS THURSDAY, NOV. 3

(November 2, 2011) Be Fit Frisco by participating in a series of free, weekly workout sessions. Beginning November 3, the City of Frisco will host "Fitness in the Square" on Thursday evenings from 6:30 – 7:30 p.m. Free workout sessions will be held at Simpson Plaza in front of City Hall, located in the heart of Frisco Square, 6101 Frisco Square Blvd.

The inaugural class will feature Ultimate Conditioning, which is an interval style class with minimal choreography and maximal results! Participants will alternate between cardiovascular, body weight and free weight exercises over the course of an hour. Considered a great workout for all fitness levels, Ultimate Conditioning is designed to improve muscular endurance, too.

This week's workout session welcomes ages 10 and up. Participants need to bring water and a towel or mat. Participants are also welcome to bring 5 – 8 lb. weights. Fitness instructor Allison Gutschlag will lead the workout session. Gutschlag is certified in group exercise, boot camp and circuit training and personal fitness.

Be Fit Frisco is Mayor Maher Maso's health initiative and designed to promote fitness opportunities throughout our community.

"I am committed to helping our residents have all the tools they need to make good lifestyle choices and make fitness part of their lives," said Mayor Maher Maso. "Fitness should be one of the fabrics of our community. We need to consider fitness when we design our streets, sidewalks and hike and bike trails – or as we educate or host special events and programs. 2012 NCAA Division I Football Championship Game

The 2012 NCAA Division I Football Championship Game will be played Saturday, January, 7, 2012, at noon, Central, at Pizza Hut Park in Frisco, Texas. The game, which concludes a 20-team national playoff, will be hosted by the Southland Conference, the City of Frisco and Hunt Sports Group. Last year, Eastern Washington beat Delaware, 20-19, in the first college football game at Pizza Hut Park. The venue will host the championship again in 2013.

2012 Ticket Information

Tickets for the 2012 NCAA Division I Football Championship Game are now available online at ncaa.com/fcs or by calling (469) 365-0000 for group and suite sales. Fans are encouraged to buy early for the most affordable ticket options, which are just $35 for a midfield seat and $30 for a sideline seat. After the playoff bracket is announced Nov. 20, tickets increase to $45/$40 and on game day to $55/50. Another attractive ticket package is the Family Four-Pack, which includes four tickets to the game, four hot dogs and four drinks for $99.

About the Football Championship Subdivision

The Football Championship Subdivision, formerly named Division I-AA from 1978-2005, is made up of 124 football playing institutions, though only 118 are eligible for the championship. The FCS includes the conferences and institutions that compete in the NCAA Division I Football Championship – Big Sky, Big South, Colonial Athletic Association, Mid-Eastern Athletic, Missouri Valley Football, Northeast, Ohio Valley, Patriot League, Pioneer Football, Southern and the Southland – in addition to two other conferences, the Ivy League and the Southwestern Athletic Conference. The FCS experience provides more than 12,000 NCAA student-athletes with an opportunity to compete while also working toward an academic degree and ultimately graduation. The FCS embodies a tradition of excellence through high level competition, student-athlete character and sportsmanship throughout the regular season and the championship experience.

FCS History

The 2012 NCAA Division I Football Championship Game will be the 34th edition. The first championship took place in 1978 when Florida A&M beat Massachusetts 35-28 in Wichita Falls, Texas. Chattanooga, Tenn., has hosted the championship game more than any other city with 13 games between 1997-2009. The FCS was formerly named Division I-AA from 1978-2005. Since the NCAA does not sponsor a championship for the FBS, the tournament to determine the FCS winner was changed to be called the Division I Football Championship in 2006. Georgia Southern, currently the No. 1 team in the FCS, has won the most championships with six.

Charles Haley to Serve as FCS Ambassador

Charles Haley, a former James Madison University student-athlete and the only NFL player to win five Super Bowls, including three with the Dallas Cowboys, will serve as the FCS Ambassador for the 2012 NCAA Division I Football Championship. As ambassador, Haley will lend his support to the championship game in a number of ways, including pre-game interaction with fans, serving as an instructor at a youth clinic, performing the pre-game coin toss and participating in the postgame awards ceremony. Haley is the third ambassador of the football championship, following Wayne Chrebet (Hofstra) in 2009 and Everson Walls (Grambling State) in 2010.

Proclamation for Lee Myrben

WHEREAS, Lee Myrben and his wife Billie moved from San Diego, CA to Frisco, TX in 2004; and

WHEREAS, Lee Myrben served in the U.S. Navy Aviation from 1955 to 1977 during that time he made six tours aboard the carriers, one on the USS Wasp, three on the USS Midway and two on the USS Ranger. Three of the tours were during the Vietnam War; and

WHEREAS, Lee Myrben, after serving in the military, worked in the civilian environment in programs and projects for corporations and the government for 27 years. He was involved in programs such as the design stage of the Blackhawk Helicopter, F18, and programs associated with engineering, logistics and training of new and improved equipment; and

WHEREAS, Lee Myrben, as a civilian employee, became a member of the National Corrosion Control Engineers, the National Logistics Engineers and the San Diego Engineering Society. With the SDES, he served as President which was the umbrella for 22 engineering societies within the San Diego area; and

WHEREAS, Lee Myrben retired in 2003 as Director of National Security Solutions and as the Director of the Coast Guard Program and moved to Frisco, Texas in 2004; and

WHEREAS, Lee Myrben has spent his time in Frisco volunteering heavily in our community. He has served as the Post Commander of the Frisco VFW Post 8273, a chairman of the Panther Creek HOA, the Frisco Community Parade committee, the Memorial Day committee, is currently the chair of the Frisco Veterans Advisory committee and is working on the upcoming Frisco Veterans Job Fair.

NOW, THEREFORE, I, Maher Maso, Mayor of the City of Frisco, do hereby proclaim October 15th, 2011 as:

The northbound and southbound Dallas North Tollway will be closed Friday and Saturday nights, September 23 and 24. The northbound Dallas North Tollway and the southwest-bound Sam Rayburn Tollway will be closed Sunday, September 25, all day and night. The details of each closure are described below. Road Closures Friday night, September 23

These closures will start at 9:00 p.m. on Friday night and will reopen by 7:00 a.m. on Saturday morning, September 24.

The northbound Dallas North Tollway main lanes will be closed between Headquarters Drive in Plano and Gaylord Parkway in Frisco. Northbound traffic on the Dallas North Tollway will be diverted onto the northbound Dallas Parkway frontage road at Headquarters Drive and will be able to re-enter the Tollway at Gaylord Parkway.

The southbound Dallas North Tollway main lanes will be closed between Gaylord Parkway in Frisco and Headquarters Drive in Plano. Southbound traffic will be diverted onto the southbound Dallas Parkway frontage road at Gaylord Parkway and will be able to re-enter the DNT at Headquarters Drive.

Road Closures Saturday night, September 24

These closures will start at 11:00 p.m. on Saturday night. The southbound DNT will reopen by 9:00 a.m. on Sunday morning, September 25, but the northbound DNT will remain closed on Sunday.

These road closures are part of NTTA's interchange construction project. Motorists are urged to use caution in the construction zone and to choose an alternate route in advance.

(August 18, 2011) Whether you have lived in Frisco all your life or recently moved here, you probably have questions about why and how the city does what it does. Get answers and discover things you never knew about the place where you live through City Hall 101. The free program is a great way for residents to boost their knowledge about what happens behind the scenes at City Hall and other municipal facilities. The next City Hall 101 class runs from September 12 through December 5, 2011.

During the 13-week program, which runs on Monday evenings from 6 p.m. to 9 p.m., meet Mayor Maher Maso, city managers, directors and staff. Find out what it takes to build roads and parks and to plan for Frisco’s future growth. See the equipment first responders from the Frisco Fire Department and Frisco Police Department use to protect and save lives and what it takes to keep it operating smoothly. Frisco ISD leaders will host one of the classes and show you the latest technology used by the school district and how they manage meeting the needs of a growing student population.

The initial session on September 12 will be held at the George A. Purefoy Municipal Center, 6101 Frisco Square Blvd.; however, the locations of Monday night sessions will change to different city facilities to correspond with the department being discussed.

City Hall 101 is open to residents 18 and older. Class size is limited.

Eastern Washington beat Delaware last year in the first game played at
Pizza Hut Park in Frisco, Texas

INDIANAPOLIS, Ind. – The NCAA Division I Football Championship Committee
has announced that the 2012 NCAA Division I Football Championship Game
will be played at noon on Saturday Jan. 7 at Pizza Hut Park in Frisco,
Texas.

The game will be played at the 23,500-seat venue in the suburan North
Dallas community, which hosted the championship game for the first time
last season after being awarded a three-year contract to host the title
game in 2010. The game will be televised by ESPN2.

The championship game, hosted by the locally based Southland Conference,
the City of Frisco and the Hunt Sports Group, is the culmination of a
20-team championship bracket.

The Football Championship Subdivision (FCS) is comprised of the
conferences and institutions that compete in the NCAA Division I Football

Gary Burns Drive Now Open

(July 20, 2011) Gary Burns Drive, which had been closed for reconstruction, was opened to traffic today, July 20. Traffic can again travel on Gary Burns Drive between Main Street and Preston Road, and the improved road provides another access point to the new Walmart.

Gary Burns Drive has been widened and now has additional turn lanes at its intersection with Preston Road.

Motorists are urged to use caution in this area as people become accustomed to the new traffic patterns at the intersection of Preston Road and Gary Burns Drive.

DNT Closures

We had previously announced that the NTTA had planned to close the Dallas North Tollway each weekend in June, but now they have changed that plan. This weekend the frontage roads will be closed and the main lanes will remain open. The DNT main lanes will need to be closed again on several future weekends and we will announce each closure when NTTA finalizes those dates. The closure announcement for this weekend is as follows:

The northbound and southbound Dallas Parkway frontage roads will be closed between Gaylord Parkway and SH 121 this weekend. The frontage roads will close at 10:00 p.m. Friday night, June 17, and remain closed throughout the weekend, June 18-19. They will reopen at 5:00 a.m. Monday morning, June 20. NTTA has provided the attached map of this closure and the detour routes.

Northbound Dallas Parkway will be closed between the southwest-bound SH 121 frontage road and the northbound DNT exit ramp to Gaylord Parkway. (The exit ramp to Gaylord Parkway will not be closed.) During this closure, northbound traffic on Dallas Parkway will be diverted onto the northeast-bound SH 121 frontage road to Parkwood Boulevard to continue their journey north. Detour signs will be posted.

Southbound Dallas Parkway will be closed between Gaylord Parkway and the northeast-bound SH 121 frontage road. During this closure, all southbound traffic will be directed to turn left onto Gaylord Parkway and use Parkwood Boulevard as a detour. Southbound traffic on the Dallas North Tollway will not be able to exit to SH 121 and should plan to use Legacy Drive or Parkwood Boulevard as an alternative route. Residents of Stonebriar Creek Estates will need to use their entrance on Legacy Drive. Customers of David McDavid Honda should approach the dealership using the southwest-bound SH 121 frontage road.

These road closures are part of NTTA's interchange construction project. Motorists are urged to use caution in the construction zone and to choose an alternate route in advance.

Traffic Switch on Lebanon Rd. Starting June 7

(June 6, 2011) Traffic on Lebanon Road will be switched to the other side of the road at Legacy Drive starting at 9:00 a.m. Tuesday, June 7. Traffic on east and westbound Lebanon Road will continue to be limited to one through lane in each direction, but all traffic will be shifted to the north side of the road. Traffic on Legacy Drive will continue to be limited to one through lane in each direction. This will allow the southwest quadrant of the intersection to be reconstructed.

Motorists are urged to use caution approaching the intersection of Legacy Drive and Lebanon Road as people become accustomed to the new traffic patterns within the shifted lanes.

This traffic switch is necessary to the intersection reconstruction project at Legacy Drive and Lebanon Road. As a result, the bump in the intersection will be corrected and additional through lanes and turn lanes will be built. Once the project is complete, all four directions of the intersection will have two left-turn lanes, three through lanes, and most will have a right-turn lane. Frisco Memorial Day Event

MEMORIAL DAY CEREMONY TO BE HELD AT FRISCO COMMONS PARK, MAY 30

(May 26, 2011) A vintage, military helicopter display and presentation of a memorial wreath are among the highlights of a Memorial Day Ceremony to be held on Monday, May 30 at 9 a.m. at the city’s war memorial at Frisco Commons Park, 8000 McKinney Road.

The keynote speaker will be Frisco resident Col. Grady Venable, USAF Retired. Boy Scout Troop 298 will present the colors. Residents will also enjoy patriotic performances by the Frisco Chorale and the Frisco Community Band. Military vehicles will also be on display, as well.
Organizers are encouraging observers to bring their lawn chairs or blankets for seating. The event is free and open to the public.

The event is sponsored by the City of Frisco, the Frisco VFW Post 2848 and the Frisco Garden Club. Other participants are the Frisco Rotary Club and Civil Air Patrol Cadets.

Proclamation: Pippa Couvillion Retirement

WHEREAS, Pippa Couvillion’s career with the City began first as a volunteer in 1987, then as a part-time employee in 1994, and finally as a full-time employee in 1999; and

WHEREAS, Pippa Couvillion’s efforts saw the start of curbside recycling with 18 gallon bins, implementation of fully automated cart service for household trash collection, the transition to 95 gallon carts for recyclables collection, and the recycling milestone of over 1,500 tons collected per month –resulting in savings to Frisco’s citizens of millions of dollars in avoided landfill disposal costs; and

WHEREAS, Pippa Couvillion has been “spot on” with recommendations for improving recycling in Frisco, implementing programs ensuring the city’s future continues to be green including “Chunk your Junk”, household hazardous waste program, the environmental collection center, the city’s largest volunteer event “Clean It and Green It”, Heard from the Curb, as well as obtaining over $600,000 in grant funding; and

WHEREAS, Pippa Couvillion has been “brilliant” in the creation of Rufus Recycles, Cari the Cart, Benny the Rent-a-Bin, Buzz the Bee, and all the other communication and teaching tools. Moreover, she has been recognized by receiving the 1994 Citizen of the Year Award, 2004 North Texas Corporate Recycling Association – Environmentalist of the Year, 2005 National Recycling Coalition – Outstanding Educational Program, 2006 Solid Waste Association of North America’s Public Education Excellence Award, and the 2009 Leadership Award from the State of Texas Alliance for Recycling; and

Railroad Museum ready to go

Railroad Museum Signs Construction Contracts, Sets Groundbreaking in Frisco

Frisco, Texas, May 18, 2011

FRISCO, TX: The Museum of the American Railroad will hold a groundbreaking at its new 12.34-acre site in Frisco, Texas, on May 31, 2011. The event kicks off the initial construction phase of a project that will relocate one of the nation’s finest collections of 20^th Century railroad artifacts and exhibits from Dallas’ Fair Park.

The first phase of construction provides for extensive grading and site preparation, along with the installation of nearly one mile of trackage at the Museum’s new site just south of Frisco Square.

“It is very exciting and gratifying to be at this point in the project,” said Museum CEO Bob LaPrelle. “While our Capital Funding Campaign continues, we now have sufficient funds on hand to begin construction. This important benchmark enables the museum and its stakeholders to establish a true physical presence in Frisco and seek support for the next phase of work. We look forward to continuing and expanding the museum’s nearly 50-year legacy of providing educational programs to North Texas.”

Privately raised dollars from foundations and individuals, along with the City of Frisco’s contributions to the project, have generated funds sufficient to complete the initial phase of construction. The scope of work will provide the Museum with adequate facilities to move its collection of historic trains to Frisco. Additional funding is sought to complete the remaining phases of construction, which ultimately includes a main museum building, period style-train shed, and restoration shop facilities.

Engineering for the project was completed and favorable bids awarded in 2010. Venus Construction Company of Mansfield, prime contractor for the first phase of work, will mobilize to begin grading and preparing roadbed for an extensive layout of track at the new site. Trac-Work, Incorporated of Ennis was awarded the contract for track construction. Burlington-Northern-Santa Fe (BNSF) Railway, has graciously agreed to provide the switch connecting the Museum to their main line at no cost.

Engineering was provided by Arlington-based Lunsford Associates, which also donated a portion of their services to the project. The layout of track at the site posed challenges due to the immense size of several Museum pieces, including “Big Boy,” the world’s largest steam locomotive. “It is a once-in-a-lifetime opportunity to participate in the design and construction phases of the Museum, a premier facility that will attract many generations of railroad enthusiasts from Texas, the U.S. and around the world,” said Rick Lunsford of Lunsford Associates.

The new Frisco facility will allow the Museum to greatly increase its footprint and showcase its 40-piece assemblage of historic locomotives and rail cars, including the nation’s premiere collection of Pullman first-class sleeping cars from the 1920s. “We’re thrilled the Museum of the American Railroad is ready to break ground on its new home in Frisco,” said Mayor Maher Maso. “It will be a tremendous, regional attraction complementing our growing collection of cultural, historical and entertainment venues in the area including the Frisco Discovery Center, the Frisco Heritage Museum and Pizza Hut Park, not to mention a sampling of outdoor public art displays. The synergy is exciting! It will generate tourism, enhance Frisco’s reputation as an entertainment destination, and educate residents and visitors, alike, about the impact of the American Railroad on our nation’s history, not to mention our own, considering Frisco’s name is rooted in the St. Louis- San Francisco Railroad.”

Traffic Switch - Rolater between Valley Brook & Custer

(April 21, 2011) Traffic on Rolater Road will be switched to the new pavement between Valley Brook Drive and Custer Road starting at 9:00 a.m.

Friday, April 22 (weather permitting).

Traffic on east and westbound Rolater Road will continue to be limited to one lane in each direction, but all traffic will be shifted to the north side of the road so parts of the south side of the road can be reconstructed.

Eastbound traffic will be shifted to the north side of the road just east of Valley Brook Drive. Motorists will stay on the north side as they pass through the Custer Road intersection and will shift back to the south side of the road at the first median opening.

This will change the alignment of Rolater Road and Collin McKinney Parkway where they cross Custer Road. All motorists approaching this intersection should pay attention to the new location of stop lines.

In addition, motorists on Rolater Road and Collin McKinney Parkway who are approaching Custer Road should pay attention to the new configuration of traffic control devices that will shift traffic to and from the northern half of the roadway.

Motorists are urged to use caution in this area as people become accustomed to the new traffic patterns at the intersection.

DNT & Gaylord Pkwy closed Nightly

(April 21, 2011) The northbound exit ramp from the Dallas North Tollway

(DNT) to Gaylord Parkway will be closed nightly, starting tonight, April

21 through April 29.

On the nights of April 21-24, the ramp will close at 9:00 p.m. and will reopen by 5:00 a.m. the next day.

The nights of April 25-29, the ramp will close at 7:00 p.m. and will reopen by 5:00 a.m. the following morning. During these closures, northbound traffic on the DNT headed for Gaylord Parkway will need to exit the Tollway earlier, at Headquarters Drive, and continue along the frontage road. Detour signs will be posted.

This ramp closure is part of NTTA’s interchange construction project.

Motorists are urged to use caution in the construction zone.

NTTA has changed the previously announced nightly closure of the Sam Rayburn Tollway (SRT). The southwest-bound SRT will no longer be closed at the DNT each night through April 12. Instead, the northeast-bound SRT and the northeast-bound SH 121 frontage road will be closed at the DNT on various nights over the next three weeks. The replacement announcement follows:

The northeast-bound Sam Rayburn Tollway will be closed between Legacy Drive and the Dallas North Tollway on several nights over the next three weeks starting tonight, April 4. This segment of SRT will be closed each night on April 4-6, April 11-13, and April 18-20. The highway will close at 9:00 p.m. each night and is expected to reopen by 5:00 a.m. the following morning. During these highway closures, all traffic on the southwest-bound Sam Rayburn Tollway will be diverted onto the SH 121 frontage road and will be able to re-enter the highway east of Parkwood Boulevard on those nights that the frontage road is open. On those nights that the frontage road is closed (see below), all traffic on the northeast-bound Sam Rayburn Tollway will be diverted onto Legacy Drive and must use Headquarters Drive to continue eastward before being be able to re-enter the highway east of Parkwood Boulevard. Detour signs will be posted.

The northeast-bound SH 121 frontage road will be closed between Legacy Drive and Dallas Parkway on several nights over the next two weeks starting Tuesday night, April 5. This segment of the frontage road will be closed each night on April 5-6 and April 11-13. First Town Hall Meeting of 2011 - New Format

(March 16, 2011) The City of Frisco’s first Town Hall Meeting of 2011 will feature a new telephone format, allowing residents to join the meeting from the convenience of their homes. Frisco residents are invited to call in – or come by for the Town Hall Meeting this Monday night, March 21.

The meeting will be held in the City Hall council chambers of the George A. Purefoy Municipal Center, 6101 Frisco Square Blvd. The meeting begins at 7 p.m. During the first hour, city staff will give presentations on economic development, road construction and improvements and Exide. As usual, questions are always welcome from the audience.

Then, beginning at approximately 8 p.m., the Town Hall meeting takes on a new, telephone format which allows Frisco residents to dial 888 – 886 – 6603, ext. 16342# to join the Town Hall meeting from anywhere. Frisco’s registered voters will also receive a phone call Monday night, inviting them to join the meeting.

“During our recent work session, our council challenged staff to explore new ways to engage even more of our residents in our Town Hall meetings,”

said Mayor Maher Maso. “Staff recommended we ‘combine the old with the new’, specifically suggesting we try a telephone format. During research, staff found that this format has the potential to increase our meeting participation by as many as a couple thousand people. If we experience that kind of success, the extended, communication outreach will be invaluable.”

During the second hour, under the ‘telephone format’, residents will have the opportunity to ask questions about Exide, the new polling locations for the May 14 city election and the City of Frisco’s legislative agenda, which is posted on the home page of the city website at friscotexas.gov

A limited number of pedometers, celebrating the BeFitFrisco health initiative, will be distributed to residents who attend the meeting in person.

Frisco Blood Lead Exposure Investigation

In response to community concerns, staff from the Texas Department of State Health Services (DSHS) will be conducting an exposure investigation March 24-27, 2011 in Frisco, Texas. The purpose of this investigation is to determine the blood lead level for Frisco residents. DSHS will offer free blood lead testing for any resident (including children) that would like to be tested.

Blood collection will take place at the McCallum Room on the 4th floor of City Hall\Library Complex located at 6101 Frisco Square Blvd. (Come in the front or back doors of City Hall\Library and take the elevator to the 4th floor. The room is directly across from the elevators on the 4th floor.)

NTTA's construction of the Sam Rayburn Tollway/Dallas North Tollway interchange is triggering a series of overlapping frontage road and tollway closures beginning 9 PM Friday night, February 25 , continuing throughout the weekend, February 26-27, until early Monday morning, February 28. The details of each closure are described below:

Southbound Dallas Parkway will be closed between the SH 121 frontage roads starting at 9 PM Friday, February 25, and will remain closed throughout the weekend. The frontage road is expected to reopen by 5 AM Monday morning, February 28. During the closure, southbound traffic on Dallas Parkway will not be able to proceed straight onto Dallas Parkway or turn left onto northeast-bound SH 121. Also, southwest-bound traffic on SH 121 will not be able to turn left onto southbound Dallas Parkway. This means that traffic will not be able to use this intersection to enter the southbound Dallas North Tollway from the north or from the east. Detour signs will be posted that divert traffic west to Legacy Drive which will take them south to the Dallas North Tollway.

The southwest-bound Sam Rayburn Tollway will be closed at the Dallas North Tollway starting at 9 PM Friday, February 25, and will remain closed throughout the weekend. The highway is expected to reopen at 5 AM Monday morning, February 28. During this highway closure, all traffic on the southwest-bound Sam Rayburn Tollway will be diverted onto the SH 121 frontage road prior to the Dallas North Tollway and will be able to re-enter the highway near Legacy Drive. Detour signs will be posted.

The northeast-bound SH 121 frontage road will be closed between Legacy Drive and Dallas Parkway starting at 11:45 PM Friday night, February 25. The frontage road is expected to reopen by 5 AM Saturday morning, February 26. During this closure, traffic on the northeast-bound Sam Rayburn Tollway will not be able to exit to the Dallas North Tollway. Detour signs will be posted that divert traffic onto Legacy Drive which takes them south to the Dallas North Tollway.

The northeast-bound Sam Rayburn Tollway will be closed at the Dallas North Tollway starting at 11:45 PM Friday night, February 25. The highway is expected to reopen by 5 AM Saturday morning, February 26. During this highway closure, all traffic on the northeast-bound Sam Rayburn Tollway will be diverted onto the SH 121 frontage road prior to the Dallas North Tollway and then must use Legacy Drive and Headquarters Drive to continue eastward before being be able to re-enter the highway east of Parkwood Boulevard. Detour signs will be posted.

FRISCO CREWS READY TO RESPOND TO WATER LINE BREAKS CAUSED BY FREEZING TEMPERATURES; HOURS OF OPERATION/CANCELLATIONS FOR SATURDAY, FEBRUARY 5 (*as of 7:30 p.m. Friday)

(February 4, 2011) The City of Frisco advises residents city crews are available to respond to water line breaks caused by the inclement weather, as necessary. Residents may call 972-292-6010 for help to ‘shut off’

water to their homes.

“As temperatures rise and pipes begin to thaw, we anticipate some folks will experience burst pipes,”

said Fire Chief Mack Borchardt, who also serves as the City of Frisco Emergency Management Coordinator. “Water line breaks can cause a considerable amount of property damage. We’re prepared to help limit damage by turning off the water to homes.”

The Frisco Athletic Center (FAC) will resume its regularly scheduled weekend hours. The FAC will be open 6:30 a.m. – 6:30 p.m. Saturday and 11 a.m. – 6 p.m. on Sunday. The Senior Center @ Frisco Square will also be open during its regularly scheduled hours, which are 11:30 a.m. – 8:30 p.m. on Saturday. The Senior Center is closed on Sunday.

The Frisco Public Library also resumes its regular hours of 10 a.m. – 6 p.m. Saturday and 1 – 5 p.m. on Sunday.

The Frisco Heritage Museum will remain closed over the weekend.

Municipal Court will open Monday, February 7 during regularly scheduled hours; however, individuals have until Thursday, February 10 to file documents, make payments or reschedule court dates missed February 1 – 4, due to weather. Municipal Court will be closed Tuesday – Wednesday, February 8 – 9, for required, annual training.

The City of Frisco’s Trick-A-Trout Kid Fish, scheduled for tomorrow, is postponed until next Saturday, February 12. Icy road conditions and hazardous driving conditions for fisheries delivery trucks forced Parks and Recreation to postpone the event.

Conservation Vital to Averting More Power Problems
Wednesday's rotating outages, while difficult, helped to prevent a more severe blackout.

DALLAS (Feb. 2, 2011) — Oncor, the electric transmission and distribution company serving most of North Texas, is asking its customers to conserve energy in the next few days in order to help prevent more power problems for the Texas grid.

Since before 6 a.m. Wednesday morning, Oncor was one of multiple electricity transmission and distribution companies that initiated rotating, planned outages in an effort to reduce demand as required by the Electric Reliability Council of Texas. Extreme winter weather caused increased electricity demand and several power plants to go offline making demand for electricity exceed supply.

"There is a delicate balance between power supply and demand that, if compromised, can cause massive, uncontrolled blackouts that could take days to restore," Oncor Chief Operating Officer Charles Jenkins said. "The rotating outages ERCOT asked utilities to initiate today were necessary to prevent a catastrophic event. We will continue to work with ERCOT to restore this critical supply/demand balance."

ERCOT and electric companies like Oncor in the ERCOT region, which covers most of the state, plan for emergency situations like these. The load shed event, while difficult for customers, did prevent a statewide catastrophe.

As of 2 p.m., ERCOT suspended the rotating outages but said that more were possible if the grid operator found it necessary to meet the state's electric demand. The response to this unprecedented statewide situation resulted in the activation of a rotating outage plan that lasted longer and impacted more customers than ever experienced by Oncor.

Oncor is asking customers to join the effort by conserving energy. You can help by turning off any unnecessary lights or appliances, saving activities like running dishwashers and doing the laundry for another day, and trying to minimize the use of inefficient heating sources like space heaters. If safely possible, lower the thermostat to 68 or lower and keep warm with blankets (again, not space heaters).

(ERCOT) has instructed utilities to begin rotating outages to compensate
for a generation shortage due to numerous plant trips that occurred
because of the extreme weather.

Rotating outages are controlled, temporary interruptions of electric
service, typically lasting 10-45 minutes per neighborhood. The locations
and durations are determined by the local utilities. Critical need
customers such as hospitals and nursing homes are generally not included.

It is not known at this time how long the need for rotating outages will
last.

Consumers and businesses are urged to reduce their electricity use to the
lowest level possible, including these steps:

*       Limit electricity usage to only that consumption which is
absolutely necessary. Turn off all unnecessary lights, appliances, and
electronic equipment.

*       Businesses should minimize the use of electric lighting and
electricity-consuming equipment as much as possible.

Rotating outages primarily affect residential neighborhoods and small
businesses and do not typically include critical-need customers such as
hospitals and nursing homes.

The outages are limited to 10-45 minutes before being rotated to a
different neighborhood. Some customers may experience longer outages if
power surges cause equipment failure during the restoration process.
Customers can minimize power surges by turning off appliances, lights and
other equipment, except for one task light to determine when power has
been restored.

The ERCOT Region includes Houston, Dallas, Fort Worth, San Antonio,

WHEREAS, On December 4^th and 5^th the Dynamos represented the Frisco Soccer Association in the 2010 North Texas Tournament of Champions. (TOC) Held every December, the Tournament of Champions is the state tournament for recreational teams which are the champions of their local associations.

WHEREAS, The Dynamos playing in their third straight Tournament of Champions, representing Frisco Soccer Association, went undefeated en route to a 1-0 championship match victory and were crowned this year’s U 16 girls Division 1 State Champions.

approach to promoting healthy habits! On Saturday, January 22, Mayor Maher
Maso will announce the first in a series of health initiatives prior to
the start of the Get Healthy Texas 5K/1 mile fun run presented by CBS 11 &
TXA 21.

“I’ve never run a 5K before, but this Saturday will be a first step in
achieving that goal,” said Mayor Maher Maso, who will be participating in
the 1 mile fun run. “We’re proud to participate in Get Healthy Texas Day.
This is a great opportunity for folks to get educated about fitness
opportunities in Frisco. We’re also going to make an announcement about a
new resource that will help residents celebrate fitness – with fun – right
here at home.”

The 5K/1 mile course will wind its way through Frisco Square, which is
east of the Dallas North Tollway and Main Street. The one mile fun run

“QUIET ZONES” GO INTO EFFECT AT FIVE FRISCO RAILROAD CROSSINGS BEGINNING WEDNESDAY, JANUARY 5

(January 3, 2011) The City of Frisco has completed the process to establish a railroad ‘quiet zone,’ which will take effect at five railroad crossings in the city beginning Wednesday, January 5. The ‘quiet zone’

designation means train engineers will no longer sound a train’s horn when approaching the following street-level crossings, except in the case of an

emergency:

• Southbound Dallas Parkway

• Northbound Dallas Parkway

• Frisco Square Boulevard

• Main Street

• All Stars Avenue

“Some of Frisco’s neighborhoods developed around rail lines that have been operating for decades,” said Brian Moen, Assistant Director of Engineering Services/Transportation. “Unless a crossing is designated as a ‘quiet zone,’ federal law requires train engineers to sound the horn 15 to 20 seconds prior to reaching a crossing. The ‘quiet zone’ designation will stop most of the unwanted train noise for these residents.”

The City of Frisco has been working since 2007 with the help of Burlington Northern Santa Fe Railroad (BNSF) to make intersection improvements and upgrades at the railroad crossings that would meet the Federal Railroad Administration’s (FRA) Train Horn Rule design and certification requirements. To meet FRA standards, the city had to make sure each crossing had certain supplemental safety measures in place including gates, flashing lights and median barriers.

“Once the quiet zone is in effect, motorists still need to follow the same safety rules they have always followed at railroad crossings,” said Moen. “Trains are approaching these crossings when the gates are down even though the horns can no longer be heard. You should never attempt to go around or under an active railroad gate.”

In addition, warning signs indicating there is no train horn will be installed on January 4 before the ‘quiet zone’ takes effect. Train engineers may still sound the horn to provide warning to animals, vehicle operators, trespassers or crews on other trains in an emergency situation.

During the first few weeks of the quiet zone, it is possible that residents will occasionally hear the train horn sounded at these crossings. It can take time for all of the train engineers to receive information that a quiet zone has been established. If residents continue to hear the horn after the first few weeks, they can notify the City of Frisco Engineering Department at 972-292-5400.

Delaware and Eastern Washington will meet in the 2011 NCAA Division I Football Championship Game Friday, January 7, 2011, at 6 p.m. (CST) at Pizza Hut Park in Frisco, Texas. The game, which concludes a 20-team national playoff, is being hosted by the Southland Conference, the City of Frisco and Hunt Sports Group. 2010 Season Capsule: The Blue Hens find themselves back in the championship game for the first time since 2007 when it lost to Appalachian State, 49-21. Delaware won the 2003 national championship by beating Colgate, 40-0. It first reached the title game in 1982. The 2010 squad improved to 12-2 after beating Georgia Southern, 27-10, Dec. 18 in the semifinals. The Blue Hens tied for first in the Colonial Athletic Association with a 6-2 record. Head coach K.C. Keeler, is 74-41 in his ninth season at his alma mater and owns a 162-62-1 career record. Delaware reached the semifinals with wins over Lehigh (42-20) and New Hampshire (16-3).

Quarterback Pat Devlin has completed 239-of-350 passes for 2,812 yards and 22 touchdowns. He has thrown just two interceptions, has a completion percentage of 68.3 percent and his 155.37 rating ranks third in the Football Championship Subdivision. His primary targets are Nihja White, who has 55 receptions for 679 yards and six touchdowns, and Phillip Thaxton, who has 45 grabs for 503 yards and five scores. Four other receivers have caught multiple touchdown passes. On the ground, the Blue Hens’ work horse is Andrew Pierce, who has scored 13 touchdowns and is averaging 108.1 yards per game on 301 carries. Delaware has one of the nation’s stoutest defenses, leading the subdivision in scoring defense, allowing only 11.5 points per game. The Blue Hens also rank fifth in total defense (277.4), eighth in passing defense (98.6) and 15th in rushing defense (111.0).

2010 Season Capsule: The Eagles have advanced to the championship game for the first time in school history. They had reached the semifinals only once previously, falling to Youngstown State, 25-14, in 1997. The Eagles are 12-2 this season and tied for first in the Big Sky Conference with a 7-1 record. Eastern Washington is coached by Beau Baldwin, who is 26-11 in his third season with the school. He has a career record of 36-14 in his fourth season. The Eagles beat Villanova, the defending champion, Dec. 17 in the semifinals. They also have playoff victories against Southeast Missouri State (37-17) and North Dakota State (38-31 in overtime).

SMU transfer Bo Levi Mitchell returns to the Dallas-Fort Worth Metroplex with his new team, the Eastern Washington Eagles. Mitchell has completed 271-of-462 passes for 3,194 yards and 34 touchdowns. The Katy, Texas, native (Katy HS), has a completion percentage of 58.7 and a pass rating of 134.96. When the Eagles take to the ground, they typically give the ball to Taiwan Jones, who averages 145.2 yards to rank second in the FCS. He has totaled 1,742 rushing yards and 221 carries for an average of 7.9 yards per carry. Jones, who has scored 14 rushing touchdowns, also ranks second in the subdivision with an average of 201.8 total yards per game. The Eagles are a top-10 team in both scoring offense, averaging 32.3 points per game to rank 12th, and in total offense, averaging 402.1 yards per game to rank 19th.

Television Coverage of Championship Game

The 2011 NCAA Division I Football Championship Game will be televised by ESPN2 HD and ESPN3.com. Dave Neal will handle play-by-play duties for the broadcast, while former Heisman Trophy winner Andre Ware will serve as the color analyst. Jon Berger will offer anecdotes from the sideline. The telecast will begin at 6 p.m., CST.
